The Monterey County Examiner was started in December 2025 to fill a need for Public Document Auditing, Investigative Journalism, and Community reporting that is absent from local and state print media outlets.

For over a decade facts have been "quietly gathered" that will expose toxic truths about Monterey County elected Officials ( 5+ County Supervisors, 20+ "St-ounty" Judges, the County Assessor/Clerk/Recorder, the DA, the Sherriff, the Auditor-Controller, the Treasurer-Tax Collector ) as well as other civil servants at all levels, the courts, court clerks, legal lobby members, local media, and other commercial players that is beyond the imagination of those who are not familiar with the inversion found along the California Coast at this time.

This local watch was part of a longer appointment monitoring the collapse of the West via an immoral, unethical and illegal undermining that was clearly engineered.

What transpired was not by accident. However, the level to which the corruption and inversion penetrated the "regular people" before the pedophiles, child traffickers, human traffickers, and cannibals were exposed is likely a shock to even those who may have wished it. This new media outlet is intended to assist with the unwinding of the mess, to whatever extent possible, but only if the people robbed of the pursuit of happiness are willing to help in ways they are able, with timely information.

California has county and state elections coming up. Candidate Application filing runs from 2/9/2026 - 3/10/2026. Elections are in June and November. This is not a call for all to run for office. That comes later. This is the precursor. The best offense is a good defense, and that's what's been absent since they hid it in 1974. With that understanding, the game can change overnight. What is exposed below is a state wide corruption problem initiated in the 1970s by California Attorneys , California Legislators, and the same engaged in the Judiciary Committees of the State Senate and Assembly -- along with Monterey County's own current flock of enablers, participants, and benefactors.

If the Monterey County Public at Large can put this information to work for what it's worth, they become the Model for all other California Counties -- and a fascinating history may be revealed as the public shows an ability to heal by dealing with corruption.

If they can not, information is already in the hands of others who will put it to use to bring about change a far different way.

Investigation #1 - The Case of Supervisor Glenn Church, his Bifurcated SEI 700 filings, Millions in concealed commercial real estate, Queen McQuacken, Crooked Clerk Camacho, DA "who", and the Feckless FPPC

Your help is needed to resolve major Political Corruption problems in California that can be exemplified via a Monterey County County Supervisor, two of his staff members, his wife due to her relationship in his commerce, County Clerks, and a County DA and State Oversight Agency who seems to be engaged improperly as an Judicial Overseers of communitie treasuries.

Chapter 1 - The 1974 PRA and suggestions of Privacy for Public Servants was just step one in a multi-step, legal-lobby driven, 50 year inversion process

In 1974, a Public Disclosure System for Civil Servants was installed that looks functional, but was subverted
with illogical and untenable suggestions of privacy for Civil Servants

In 1974, California Attorneys, Legislators and those in the Judiciary Committees for the California Senate and Assembly passed the "Political Reform Act" (PRA). That included the creation of a Statement of Economic Interest form (SEI 700 form) that required key public servants (elected, appointed and employed) to disclose everything about potential conflicts of interest (stocks, bonds, investments, dividends, trusts, real estate, businesses, jobs, spousal and child interests, gifts, etc). It also established a government funded, state wide "Regulator", the Fair Political Practices Commission (the FPPC) to oversee the documents and the disclosure system.

Anyone looking on from a distance with no understanding of the missing myths about Law Clerks improperly elevating themselves with titles like "Attorney", and then rigging the political system, and then engaging in the rigged political system to overtake Judge-ships only fit for non-licensed persons, and ultimately, the Court system in entirety, would have had no idea what was being initiated by "them".

The legislated disclosure form (SEI 700 form) is very detailed and seemingly appropriate. Unfortunately, the Attorneys and Legislators who put the system in place also put "loopholes" in instructions for disclosure statements, with statements like,

"You need not disclose primary or second homes not in your jurisdiction and/or the same if there is no rental income generated".

Thus, the system was not a system at all. It was Faux.

Personal Privacy is NOT compatible with Public Service or Civil Servants

There is no time in history when "civil servants" were due a morsel of privacy. The concept of "privacy" and "civil service" are juxtaposed, yet, this law made it seem as if there may be limits on what truly needed to be disclosed in a grossly improper way.

In a properly functioning Democratic Republic, the elections are happening at such a low level, there is no need to worry about privacy because everyone knows everyone -- because the "republicans" chosen to represent their community are chose from their own ranks. Those elected officials then gather with others from the same further up -- and THEY select from their ranks, and so it continues to the top. In such a system "no privacy" is required or due, because at the bottom is a crew who all knows each other and will hold their elected officials in check.

Smaller Voting Districts and more representatives is one of many missing pieces...

If there is a democratic election being held, where those voting do not know first hand or second at best, those who are running for leadership roles, then the foundational sectors in the system itself have grown too large and problems creep in. While this may sound like a foreign concept, surely the suggestion of it sounds refreshing -- and logical -- and like something everyone can remeber as better, one way or another?

You - "If the instructions telling Civil Servants they could conceal real property were removed (along with all others similar) could the SEI 700 form be a valid way to hold people in check with larger foundational election areas and less reconfiguration of current systems?

1) 1985 - CIV 1102 - California Attorneys and Legislature passed a law that suggested real estate contracts were to be ratified BEFORE seller disclosure documents were given to buyers. This suggestions violates law and the real legal damage if it transpires is the loss of "reliance" on the statements, where "reliance" is one of several elements required to make a case for Civil Fraud. All Real Estate Brokers in CA have been engaged in organized crime since then, and the Attorneys and Judges all did or should have known about it given the inverted instructions are found in all standard real estate contracts in California.

From 1985-90 Civil Dispute Cost Handling was hijacked by the Legal Goons -- a boon for Corporations and Civil Perverts.

2) 1985-1990 - CCP 1102 and 1103.5 Fraud - California Attorneys and Legislature modified prose in the code of civil procedure that defined legal fees as "costs" in a way never done for 120 years prior and they then made a vague suggestion to legal fee shifting for dismissed cases as a "matter of right" that clouded and violated 120 years of practice and case law -- while declaring the change was not intended to change law. These cahnges, while appearing benign to most, actually slanted the civil system towards corporation and defendants in a grossly unlawful manner --and that's one major reason why there is almost negligable pursuit of civil fraud in California today. (and every Civil Attorney does or should know about this shift and the conflicts it created and none have sought to correct it).

In 1995, Consolidation of Elected Powers in Monterey County led to a singular "Assessor-Clerk-Recorder" with far too many tempatations for anyone's own good...

3) 1995 - Consolidation of Assessor-Clerk-Recorder job -- Starting in the 1960's and culminating in the 1990s the previously separate and elected jobs of the County Assessor, County Clerk and County Recorders were consolidated into a single job. Does that mean the Clerk gets to oversee their own SEI 700 form for three roles, not just one, because they are all three and they are not responsive to any other than the democracy that elected them? There's a huge problem here with lack of oversight and cross checks but given the Monterey County Assessor-Clerk-Recorder currently feels she's worth almost $350,000 per year, we could split that job three ways, pay each person $100k a year for 20 hours of work a week, and make out better all the way around. Why not make three people happy with better governance than to allow a very rotten egg to benefit from danky dough?

In 2000, your "county elected judges" became "state employees", in ways that defy gravity. Your "St-ounty judges" must become "County Judges" again with no requirements for legal education.

4) 2000 - Consolidation of courts / county judges became state employees - Your judges were never meant to be licensed attorneys. Not at all. They were meant to be "Judges", the most unbiased and respected centrics of a community -- who would listen to two sides, with the help of legally trained people to decide outcomes. In the 1960's and 70's attorneys themselves started eliminating those thoughts and by the 1980s they had everyone believing that not only do all Judges need to be legally trained but that they had to have 10 year experience trying to "earn a living" in a trade that was never supposed to exist at scale. THEN, in 2000, the "county elected judges" who were payed from county coffers -- somehow becamse "state employees" loyal to a non-county entity while remaining county elected judges. So, in this area, counties are literally 4 shifts away from what was transpiring in the 1960s wth a total and comlete loss of control of the judges and the courts that were supposed to benefit them (and it shows). Just fixing disclosure processes will NOT re-align public trust and integrity as needs to be done several other ways.

In the 2000's, SEI 700 form "e-filing systems" were implemented that are harmful to constituents in more ways than one...

2000's - Poor implementation of SEI 700 e-filing - Sometime in the 2000's the concept of logging into software and submitting data that way was introduced at the County and State level, via different systems for input. 1) There is no efile signature that is comparable to a hand written signature on a form. 2) the only electronic signature that comes close to a hand signature always includes an email loop, whereby submitted informaton is presented back to the filer in finished form via email body or attached PDF and the filer has to "do something" with that email or from that email to acknowledge. Thus the emails themselves are the filed data, not that presented back by a system with a typed signature. The Attorneys who have been involved in creating or signing off on these systems would know all the problems with them in court -- but they signed of on them anyway. Thus another level of deceit by the Attorneys to encourage moral and ethical decline.

And who oversaw all these changes and signed off?

Your State Bar is Corrupt & the legally educated who were supposed to serve as civil servants for disputing parties and "non-licensed elected Judges" elevated themselves to the detriment of all.

California Attorneys, the California Legislature and the FPPC, which is comprised primarily of Attorneys, are twisted and otten to the core, no matter how kind they may appear to be.

Attorneys in California are sworn into their positions via an "oath ritual" as "Officers of the Court" because they were and are supposed to be Civil Servants, not small business people. They know that to be true. Yet they have all ignored it for self service.

Thus, the SEI 700 forms are a start to understanding what would be expected of "transparent disclosures", but systemically there are many other things to address as well.

In 2017 - Glenn Church began his formal engagement with County and State Governance that required an SEI 700 form .

Church failed to disclose his connection to a Real Estate Empire Heiress, her Empire, and other material facts.

However, something else went very wrong as well. His forms were patently incomplete and one showed HIS verification block filled out by SOMEONE ELSE ?

In 2017, "small businessman" and secretly connected person, Glenn Church, of North Monterey County got himself appointed as an "Alternate Board member" and/or the "Alternate Director" for the Salinas Valley Basin Ground Water Sustainability Agency (SVBGWA).

Church had to file an SEI 700 form when he assumed the position in March 2017 and when he left abruptly October 2017, just 7 months .

During that short tenure, in April 2017 , Church married Kathryn McKenzie, a 10 year prior lover.

McKenzie is a life long print media Journalist and property heiress of what is believed to be at least 12M+ in commercial real estate with potential ties to the Pajaro region -- which is highly funded area on the North Border of Monterey County -- with the potential for far more via seven LLCs cleverly connected in ways that obfuscates property ownership and interests.

Church did NOT disclose her interests in real estate and/or the media upon entrance when he probably should have given a 10 year prior relationship.

Church did NOT disclose anything upon his exit which was a mandatory requirement under penalty of perjury, given their marriage during his term.

This behavior by "Land Barons" -- engaging in "public service" -- without proper notice to all -- is "highly illegal". They were acting like Pirates under cover.

But Church exposed something else with his forms as well. And that was a desire to be "patently incomplete". Veiled. Mysterious. etc. So much so that another county leader with no business touching his forms felt a need to fill in parts of Church's Verification under oath with his own information instead of Church's. That's a real "no-no" and no Clerk should have remotely accepted or stamped that document.

Resarch just last month revealed McKenzie's tie to seven LLCs formed just months after the Pajaro Flooding in 1995.

Speculation now is that one large land owner (the McKenzie family) may have wanted to mask their holdings in different LLCs after the flooding, but that is one of several possible explanations for this.

And the problem with this is you can NOT have "civil servants" with this level of "non-disclosed interests" making policy about land, water, sanitation and allocation of funds.

With relationships this complex, it's impossible to know if they are dealing with sincere interests of county constituents, their own private interests, and/or those they are connected with.

To the right is a partial set of addtional notes related to a second level dive into some of the people McKenzie is tied to via the "Lee Ranch Road LLC".

In this there may be a parternship that is relevant to McKenzie with a media executive that seems to have ties to the Virgin Islands and ex head of the Republican party there.

NOTE: That's one of the hometowns of Maxwell and Epstein, with Maxwell being media connected too.

In 2022 - Church ran for District 2 Supervisor. Church's Candidacy SEI 700 form is seemingly "absent".

The current Election Clerk doesn't seem to understand process he's responsible for - and there's not a single candidacy form on file with the County Clerk for any elected county officialsm for the past 10 years?

What went wrong with the clerks?

In 2022, Church decided to run for Supervisor of North County on a "small business man" ticket. Oddly, his SEI 700 form for that application is seemingly not available from the Monterey County Elections office, the Monterey County Clerk, or the Clerk of the Monterey County Board of supervisors, nor the FPPC. That's the most critical document a public or the media would have needed to review potential conflicts of interest, and nobody seems to know where it is or how it was filed?

In addition, the Monterey County Weekly, a periodical that McKenzie has been affiliated with for decades which he exposes as having paid her 10k a year or more recently, did NOT do a candidacy announcement article for him. Church stated he knocked in 10,000 doors to get his name out. Why wouldn't they have just used the Media Connections available to them if they really wanted anyone to know he was running and who he was?

Church won that election but nobody who didnt know him personally could have had any clue about his real estate connections and connections to S&P 500 companies, the State of CA, Stanford University, Big Agriculture, th e Monterey County Dump or numerous other areas of concern (because he had removed a website that stated much of that from view a few years prior).

In 2023 - Church's first year in office, he filed a patently incomplete SEI 700 form follwed by a patently incomplete ammendment.

He continued the 2017 pattern of concealing their real estate empire and other facts.

The Monterey County Clerk stamped them as if they were complete. They got shipped to the FPPC who stamped them as if they were complete. Neither should have accepted them.

What is wrong with the clerks?

In January 2023 Church assumed office. His first SEI 700 filing was filed in paper with the local clerk. It stated it had 10 pages and a schedule C but there were only 9 pages. It should never have been accepted or stamped by the clerk at all. Why did they accept it and stamp it? It also had no clear disclosure of the real estate. Church then filed an amended fling a few weeks later. It had no page count at all, and the few committees he had listed originally were gone, and still no clear discloser of the real estate -- and there were a lot of other concerns that should have prevented acceptance by the Clerk, Yet it was accepted by the Clerk , both forms were sent t the FPPC and both were accepted there as well. No clerks are doing foundational work to ensure document completeness alone.

In 2024 - Church executed a "bifurcated filing"

Church e-filed one set of facts with the County which continue to conceal information about his real estate empire.

Then, then 2 weeks later, Church e-filed a very different set of facts with the State (FPPC) .

While this is VERY BAD for Church, The abilty to cheat at that level should never have been extended?

WHAT WENT WRONG WITH THE CLERKS?

In March 2024 Church engaged in Bifurcated efiling. (he provided different data to the county vs state) Church e-filed with the County on 3/7/2024 with still not enough disclosure of real estate to understand the holdings. Yet that data was not then sent on to the FPPC. Instead, on 3/22/2024 Church filed directly with the FPPC -- and he filed an entirely different set of data. The boards he was on were different -- and he provided a schedule of real estate via APN as would have been expected in his 2017, 2023 and 2024 county filing. From that document we were able to figure out the properties owned an d backtrack to the nest of LLCs using some public corporate databases. A review of county vs state forms shows intentional desire to make his county forms useless for audit. At this time its presumed he thought the state forms were 1) not available to the public and/or 2) that nobody in the public would think to check them and compare to his county forms. It's unclear if he ever considered the consequence of getting caught.

The information provided to the county was a mirror of what he had provided the year prior, and the state the same -- and to each the information was dramatically different.

Do you think people in the County should have been told that Church's Spouse, Kathryn McKenzie was making more than $10k annually from local media outlets? Is that why the media outlets have not been dilligent with SEI 700 Audits for decades?

OR is it something far larger?

Have you ever stopped to wonder how much a County Assessor may be paying the local papers for legal ads?
Or how much they be paying for other ad space?
Might that be a conflict of interest for the Media -- given it WAS the media the constituents were to rely on for oversight of government?

With the internet, legal ads for County Postings should be vanquished
AND the County itself should become the purveyor of legal ads -- for free or for a fee.
It is IMPOSSIBLE to have an unbiased media that is thriving on government advertising.

For sure.

Church's manipulations were so bad an entire website had to be built just to try to track all the deceit.

A detailed review of emails with Church as well as two of his staff should NOT be required to demand and obtain his resignation, that of his Chief of Staff, and one of two of his policy analysts.

His behavior and their behavior were irreconciliable with public service, and years of legislation must now be undone to protect everyone properly.

However, if the above is not enough there are 4 different email strings that can be introduced now (vs later) that show a bizarre level of evasive behavior by he and two thirds of his staff.

Chapter 3 - So where was the County Clerk and why can't this go to the DA and FPPC for complaint execution?

The Monterey County "Assessor-Clerk-Recorder" seems more concerned about her $350k pay package and playing shell games with her own real estate rather than Clerking...

An audit of the SEI 700 forms for Marina Camacho has revealed gross negligence in organizational duties, missing forms for herself, the appearance and disapparenance of properties on her own forms with no proper acauires and dispositioned information, data flipping, undervaluing of property on her forms, and a salary + benefit package that has skyrocketed from $106,000 in 2011 to ovre $350,000 today. Thereis also a very specific example of Assessment Fraud and concerns for others that can be discussed, although this should be enough for now.

The Monterey County DA is seemingly missing disclosure forms and she has a private loan out from a subordinate who is the Attorney responsible for overeeing Election Laws.

Monterey County District Attorney (for example) - An audit of the SEI 700 forms for Jeannine Pacioni has revealed gross negligence in document filing, missing forms for herself, and a personal loan out from an employee that started under 10k and is now over 10k, while she and her husband make over $350,000 in combined salary and benefits. And oddly the person who she owes the money to happens to be the Assistant DA responsible for enforcing Election Laws, although he seemed to state publicly for another news source that he didn't realize election law enforcement was part of his job. There are a LOT of other concerns with the DA covering for multi decade legal lobby frauds as well that can be discussed, if needed, although this should be enough for now.

The FPPC is made up of Attorneys who fully support untenable instructions that suggest as Civil Servants, they are due privacy rights which are impossible to manage -- as are all others they regulate.

Dead End.

The FPPC - They created the improper process that allowed for bifurcated filing to start with with no logical consideration for document and data control. Leaving things open to filers to do things they shouldn't so the legal lobby can make money coming and going is NOT proper governance. Numerous documents can be produced showing they are not doing any better checking hand data than local clerks. An SEI 700 form was found for a state level filer that has no page count , no schedule and no check mark next to "none". It's basically a blank form that was accepted by both a State Elections Board Clerk and the FPPC. This isn't oversight, it's fraud.

Chapter 4 - It's been a "Coup of Clerks with Attorneys on Point"...

There are no clerks doing proper work at agency, county or state level, as conveyed above. Furthermore and of greater concern, the Bifurcated filing process created and overseen by an Attorney run agency exposes gross procedural gaps between county and state operations that 58 county clerks with local obligations should never have agreed to years ago. That means 1) they don't know whet their actual job was supposed to be about ,and/or 2) the do and they went along with a bad plan willfully -- and in either case they all need to be replaced.

Without other context, such as 1) all the events described between 1974 and the early 2000's or 2) understanding of a leading legal goon (who's name also starts with Mc) who engaged unlawfully from the 1940's through the 1990s or 3) families who settled in CA in the 1850s just after the purchase from Mexico or 4) families who settled in the north east in the 1600s or 4) the potential for Tartaria to have been a real thing that over rode everything -- this could go down in history as the "Coup of Clerks with Attorneys on Point".

In fact, no matter what history was, this was a Coup of Clerks who followed crooked Attorneys on their rise -- and with a local pay package now at $350,000 for a County "Assessor-Clerk-Recorer" -- and an ability to over see ones own filings as well as all others, it was likely a wild life and ride to remember for her -- but what happens next for everyone else in Monterey County? For example...

Chapter 5 - Are you interested in Auditing, Publicizing, Enforcing, or other?

Auditing - The SEI 700 menu on this website contains Audit documents. You can use those as a model. Instructions are given for obtaining SEI 700 documents. We have other instructions to assist with technology organization and use that may be available.

Publicizing - Social Media, stands outside of grocery stores, places of worship, etc. If you want others to know about this it's up to you to tell them.

Enforcing - How exactly do we go about enforcing things if those who have acted in deceit do not resign? I'm doubtful the DA will be able to do anything due to conflicts of interest and needs for recusal for her own behavior. I'm doubtful the FPPC can or should be engaged as they are the overseers of this mess. The California AG's office is the next logical step, but again, they are California Attorneys and they have put this entire thing into motion. Other local California Civil Attorneys fall into the same category. So what's left? We have been working on Federal Contacts and considering other avenues for support. We've been taken advantage of in grossly unjust ways.
