Xochitl Marina Camacho seems to have started as an administrative assistant in the Assessors Office around 1989. That is the only department she has worked in. At some point prior to 2011 she became the Assistant Assessor and then in 2022 she assumed the Assessor-Clerk-Recorder role in an uncontested election.
From 2011 through 2022 her total compensation rose from 106k to 230k with no change in job titel and a massive jump in pay in 2015 (40%) and from 2017 to 2022 the payroll records online show erratic and inconsistent records (vs 2011-2016). Her 2023-24 pay is $342-366k after gaining the "elected" Assesor-Clerk-Recorder role.
From 2017 to present five gross procedural concerns have been identified that can/do apply on a broad scale -- and there are seven personal filing concerns including 5 properties appearing and disappearing on her SEI 700 forms lacking information on one or both ends .
A demand for her resignation was sent on 1/30/2026 and it has not been acknowledged.
Intro to Payroll Concerns (pay + benefits went from $106k to $360k over 13 years as payroll records becames erratic)
2011-2016 - Payroll reporting methodology consistent. Pay is high and goes to extremely high in 2015 with a 40% base pay jump with no change in job title or apparent work load. (Total Pay + Benefits ranges from 106k to 172k)
2017-2022 - Payroll reporting methodology becomes inconsistent year over year ("gypsy" style reporting via the payroll department). Total Pay and Benefits no longer reported totalled at bottom. Items and subtotal out of order. (Total Pay + Benefits ranges from 166k to 230k with no change in job title. )
2023-2024 - Assumes Assessor-Clerk-Recorder role -- Total Pay + Benefits range from 342k to 366k.

Intro to additional concerns related to arbitrary/fraudulent $100,000 assessment increase , Assessors misrepresnting themselves as Appraisers by title, Million $ assessment increases with no notice other than a new tax bill, etc..
We have possession a dozen+ emails related to a $100k assessment increase for a building permit that was done with no proper procedure or financial basis. Eventually an assessment worksheet with no initials or signature of Assessor was produced showing someone had used crayons/water colors instead of a pencil/pen for the arbitrary work that took dozens of hours to undue. Demands were made to three Assessors with Camacho on the emails for the name of the person who did the assessment and no name was ever given. We were to accept the idea that a "nameless" Assessor could do such sloppy work with no recourse. When the unjust assessment was reversed, it was exposed the worksheet they had given also had other relevant errors on it that they should have known were errant when it was presented in person at the Assessor Counter. While at the Assessor counter witnesses over heard two obscene stories comparable but with far higher dollar value -- and they watched Assessors act as if they were appraisers, accepting expensive appraisals that had to be generated to start disputes. This is mentioned briefly in the full audit document. Thus, introductory concerns for far larger criminal assessing activity are in fact included here but they were not made prominent, so as not to detract from the other concerns that need to be addressed first.
